I think there may be a different explanation. Cameras could record misdeeds of state actors and they can be used as evidence. I think that the apparatus is doing some illegal things - sandbagging, maybe some other rough police tactics and it has been decided (especially after the Chris Kaaba incident) to shut the cameras down and not record events on the ground. Probably a bit tricky to run UK as a democracy at the moment so they had to turn the cameras off. I think it is also a way of keeping our Mayor out of the loop - as he is mistrusted by key elements of the state apparatus.
What you say as far as the government hiding their actions of nefarious misdeeds is more along what I was thinking . Also the mobilized misplaced masses invading and otherwise wreaking havoc and mayhem upon the existing culture,,, well its an unsavory press, and quite difficult to sell on its face
